Thomson Financial reports that, “Surplus oil revenues are supposed to be saved in an Oil Stabilisation Fund for use in times of difficulty but Ahmadinejad has been heavily criticised by economists for frequently dipping into the fund for extra cash.”

The Islamic Republic News Agency quotes the Iranian president as saying that, “There are cases in the 1386 budget law which give the government a free hand to divert funds from the Oil Stabilization Fund (OSF) as much as it wishes. The government, however, has not done so… because we know that the goal of the legislative body and the government is limited use of the forex resources.”
